Why this is Brain, not a plugin

Plugin = Ring 3 limb (how/when + what) that needs a grant. Brain Band + Trance = Ring 0/1 read model — deterministic maths (Kalman·Fourier·Wave·Fuzzy) derived from the same HeartbeatState the body uses. It cannot grant a capability, only reveal one. That is why it belongs in /music as exploration, not automation.
